New Business Growth by State (2026): Registered Agents Inc Analyzes the Latest U.S. Formation Data by Better Business Advice

, /PRNewswire/ — Better Business Advice has published a new analysis of new business growth by state, using the latest Business Formation Report from Registered Agents Inc to examine where U.S. business creation is growing fastest and where formation activity remains concentrated.

The latest September data shows more than 560,000 new business formations were recorded nationwide in September, the first time ever for a September total to exceed 500,000.  It also marks the highest September on record.  Year-over-year growth was widespread, with 44 of 51 tracked jurisdictions reporting increases. Year-to-date formations have already surpassed 5.3 million, up 16% from the same nine-month period last year. Registered Agents Inc projects 2026 will end with a record-breaking 6.7 million new business formations across the U.S.,a staggering increase from 5.9 million in 2025.

Registered Agents Inc is the largest registered agent service and business formation provider in the U.S. The company offers compliance solutions and full identity services to business owners, while also publishing monthly formation data from all 50 states and Washington, D.C.

What Does the Latest U.S. Business Formation Data Show?

The Business Formation Report tracks new entities formed through filings with Secretaries of State or equivalent agencies. Registered Agents Inc publishes the report on the second Tuesday of every month with formation data that is cross-referenced with U.S. Census data and Secretaries of State in all 51 jurisdictions.

The most recent numbers point to broad business formation activity across the country rather than growth concentrated only in the largest markets.

New Business Growth by State:

Registered Agents Inc data shows many of the fastest-growing formation states are occurring outside the country’s largest urban markets.

Wyoming recorded more than 24,000 formations in September, up 37% from last September. Alabama saw 51% annual growth, and Idaho is up 45% year-over-year.

Other states recording notable increases in September include:

  • Oregon: up 50% year-over-year
  • Colorado: up 41% year-over-year
  • North Carolina: up 20% year-to-date
  • Georgia: up 10% year-over-year

These figures help illustrate why new business growth by state can look different depending on the measurement used. States with smaller formation totals can record rapid percentage growth even while remaining well below larger states in overall filing volume.

Why Do Formation Volume and Growth Rates Tell Different Stories?

Formation volume shows where the most new businesses are being created, while growth rates show where formation activity is changing fastest. The latest data highlights the difference:

  • Florida led by total formations: The state recorded over 56,000 new business formations in September, the highest total nationwide, but a 5% decrease from the same month last year.
  • Texas combined high volume with moderate growth: Texas saw the second-highest total in the nation for September, with more than 45,000 formations and a 19% jump year over year.
  • Missouri posted faster growth from a smaller base: Missouri recorded more than 16,000 formations, considerably fewer than Florida or Texas, but amounting to a stunning 83% annual growth rate.
  • North Dakota showed a similar pattern: The state recorded 1,600 new formations, up 58% year-over-year.

Florida, Texas, and California remain major centers of business creation by total volume, while Missouri, North Dakota, Maryland, Alabama, Oregon, and Idaho are among the states recording faster year-over-year growth.

Better Business Advice notes that looking at both measures provides a more complete view of new business growth by state, showing both where formation activity is concentrated and where momentum is changing.

What Can Business Formation Activity Reveal About the Economy?

Business formations can provide an early signal of entrepreneurial activity because legal formation generally occurs near the beginning of the business creation process.

Higher formation activity can indicate that more entrepreneurs are taking formal steps toward establishing businesses. Lower activity can signal a slowdown in filings.

Formation data, however, does not establish why a change occurred. Employment conditions, interest rates, population changes, local demand, taxes, filing requirements, and regulatory developments can all coincide with changes in business creation.

New entities also do not automatically become operating employers or generate long-term revenue. Survival, hiring, financing, and business growth remain separate measures.

For that reason, Registered Agents Inc positions the Business Formation Report as one data source to consider alongside broader economic and industry indicators. The report gives economists, journalists, policymakers, entrepreneurs, and industry stakeholders a current view of U.S. formation activity rather than a general ranking of states based on business friendliness.
